Vinoba observed silence for one year at his asharam which was exploited by the ruling party distorting
the contact of the words pointed by him on the word ‘Anushasan parva’, perhaps, under the delicate

situation prevailing at that time. It is better to keep silence as well as to adopt discipline and restraint for
all persons in power or outside. However Vinoba invited J. P. and broke his Vow of silence and talked

to J. P. to withdraw from the scene of almost a civil war of this nascent democracy and also integration
and defense of the nation. However, J. P. had gone too far and he pleaded his inability to take back the

said movement because of his commitment to people of India as well as the world-wide sympathy for
democracy and civil right. He said, ‘How shall I stay at the bank when there is an invitation from the

waves?’Vinoba might be right or wrong in giving such an advice or mistaken in his judgment andit might
be the same with regard to J. P. Both are great patriots and freedom fighters of India.

Hence it is better for the future persons to write about the role of these two great leaders.
Vinoba had to convey a conclave of intellectuals like retired Judges, Ex. Vice-chancellors, professors,

thinkers etc. to give their impartial judgment regarding merits and demerits about imposing emergency.
They exchanged their views and recommendations which were published in the official Journal Maitree.

However after its publications all the remaining copies were seized by the police.
